Senate File 451 transferred Iowa 28 north of the north ramps of Interstate 35 to the south corporation line of Johnston (approximately 1685 feet south of the NW Corner Section 18-T79N-R24W), in Polk County, to county jurisdiction on July 1, 2003.

Des Moines:

 

Beginning on the south corporation line/north corporation line of Norwalk approximately 1790 feet west of SW Corner Section 31-T78N-R24W, Polk County (1790 feet west of NW Corner Section 6-T77N-R24W, Warren County); thence northwest approximately 2240 feet through Section 36-T78N-R24W to east junction Iowa 5; thence continuing northwest and north to a point near the NE ¼ Corner Section 35-T78N-R25W (west junction Iowa 5); thence northwest and north through Sections 26 and 23-T78N-R25W; thence north following substantially the center section line of Section 14-T78N-R25W, connecting with 63rd Street; thence north on 63rd Street to Hickman Road (west junction US 6); thence east on Hickman Road to Merle Hay Road; thence north on Merle Hay Road to the north corporation line (approximately 3505 feet south of the NW Corner Section 18-T79N-R24W).

Iowa 401 has been deleted from the Primary Road System, the portion of Iowa 401 that started at the intersection of Merle Hay Road and Douglas Avenue (Junction US 6); thence north on Merle Hay Road to the north corporation line; and beginning again on the north corporation line of Des Moines; thence north to the north end of Beaver Creek Bridge (the southeast corporation line of Johnston) connecting with Merle Hay Road.  This road section is now designated as Iowa 28.

 

Iowa 28 begins on the Polk‑Warren County line approximately two (2) miles southwest of the Des Moines International Airport.  It travels north, west, north, east and north to the end of the Beaver Creek Bridge at the southeast corporation line of the city of Johnston.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended to approve deleting the present description of Iowa 28 in Polk County from the Primary Road System and approve including the attached new description of Iowa 28 in the Primary Road System.

Transfer of jurisdiction agreement number TJ‑000‑0(9)‑‑2M‑77, between Polk County and the Iowa Department of Transportation, transfer of jurisdiction agreement number TJ‑000‑0(12)‑‑2M‑77, between the City of Des Moines and the Iowa Department of Transportation, transfer of jurisdiction agreement number TJ‑000‑0(11)‑‑2M‑77, between the City of West Des Moines and the Iowa Department of Transportation, and transfer of jurisdiction agreement number TJ‑000(10)‑‑2M‑77, between the City of Windsor Heights and the Iowa Department of Transportation transferred 63rd Street from Iowa 5 near the N ¼ Corner Section 35‑T78N-­R25W north to Hickman Road (US 6) in the City of Des Moines to state jurisdiction on August 21, 1980. The road section is now designated as Iowa 28.

 

Iowa 28 begins on the Polk‑Warren County line approximately two miles southwest of the Des Moines Municipal Airport and travels northerly, westerly and northerly to US 6 in the City of Des Moines.
