General process for entrance and utility permitting
In Iowa, the application process for an entrance and/or a utility permit is district driven; thus decentralized. Therefore, all applications for these permits need to be applied for in the particular Iowa Department of Transportation (DOT) district where the accommodation is proposed.

The Iowa DOT's system is broken down into six districts as shown below:
