Based on a December 2008 report reevaluating needs and revenues, the updated annual shortfall in meeting Iowa’s most critical public roadway needs is $267 million. This is an increase of $67 million over the annual shortfall identified in the 2006 Road Use Tax Fund study due to worsening system condition, caused by insufficient investment and the impacts of extremely severe weather, coupled with continuing cost escalation and flattening of state and federal revenues.
