O'Riley began working for the Iowa DOT in November 1974 specializing in the analysis of rail and water transportation systems. Prior to working for the Iowa DOT, O'Riley was employed as a research associate with the economics department at Iowa State University working on several freight studies. He has a bachelor of Science degree in industrial administration and a master's of Science degree in agricultural economics from Iowa State University.

O'Riley is currently responsible for the development of the state transportation plan, as well as for the coordination of modal planning efforts and integrating the various plans into the state transportation plan. He is also updating the state rail plan.
