Increased Transportation Funding

On Feb. 25, 2015, Senate File (SF) 257 was signed into law providing increased funding in the form of a 10 cent gas tax increase for the transportation system in Iowa. The intent of this legislation was to provide the state, cities, and counties additional funding to address critical road and bridge needs around the state.

Attention icon Additional funding update: An important component of Senate File (SF) 257 is the requirement that Iowa Department of Transportation (DOT) document which projects on their system are funded with this additional revenue. The purpose of this report is to summarize how these additional funds were allocated on Iowa DOT projects and also on city and county projects.


Distribution of Additional Funding

The funding generated from SF 257 is deposited directly into the constitutionally protected Road Use Tax Fund (RUTF) for distribution to the state, cities, and counties through various funding programs. State law sets a formula to distribute the RUTF to the Iowa DOT, counties and cities (see pie chart). Funding provided to the state (Iowa DOT) comes from the Primary Road Fund. Funding for counties comes from the Secondary Road Fund (SRF) and the Farm-to-Market Road (FMR) Fund. Finally, funding provided to cities comes from the Street Construction Fund. A breakdown of the percentage for each fund is included below.

Road Use Tax Fund Distribution

Funds provided to counties through the SRF and FMR funds are distributed based on several factors, including total area of each county, rural population, vehicle miles of travel, miles of unsurfaced roads (dirt), miles of granular surfaced roads (gravel), miles of paved roads, and total lineal feet of bridge decks. While both funds utilize the same factors, different weighting is applied in each fund to determine individual allocations to each jurisdiction. Funds provided through the Street Construction Fund of the Cities are determined by population.
