Scope: The proposed project provides for construction of U.S. 61 on relocated alignment or bypass around the west and north sides of Fort Madison. The new roadway begins 0.5 mile west of the west U.S. 61/Iowa 2 intersection and continues north and east, bypassing Fort Madison, to existing U.S. 61 four miles northeast of Fort Madison. Total length of the improvement is 9.5 miles. The route will not only improve local commerce, it will boost economic development and tourism in the tri-state region.

Construction of four new lanes extends from the beginning of the project northeasterly to Lee County Road J-40, crossing Chalk Ridge Road 0.2 mile northwest of 290th Avenue. At County Road J-40 the proposed roadway turns easterly, crossing Lee County Road X-38 0.25 mile north of 200th Street, and proceeds easterly to tie into existing U.S. 61 just north of the existing County Road J-50/190th Street intersection.

The completed facility will provide two 24-foot wide roadways with 6-foot wide inside and 10-foot wide outside shoulders and a grass median.

The existing north connection to “Old” U.S. 61 just west of the existing west intersection of U.S. 61 and Iowa 2 will be closed and a new connection provided. Iowa 2 would be reconstructed to merge directly into existing U.S. 61. Two Hundred Sixty-Third Avenue will be closed at relocated U.S. 61 and extended along the existing U.S. 61 alignment to connect opposite the Reve Court intersection. Two other roadways, 295th and 315th avenues will also be closed at relocated U.S. 61. Lee County Road J-50 will be realigned to connect to the bypass at existing U.S. 61. Other roadways will be realigned as necessary to accommodate the improvements.

A modified interchange will be constructed at the new connection to “Old” U.S. 61. Traditional interchanges will be constructed at Iowa 2, Lee County Road X-32, and Lee County Road J-50/existing U.S. 61. Dual bridges will be constructed on relocated U.S. 61 over the new connection to “Old” U.S. 61, Bluff Road and Chalk Ridge Road. Bridges will be constructed on Iowa 2, 220th Street, Lee County Road X-32, Lee County Road X-38, Lee County Road J-50, and Lee County Road J-50/existing U.S. 61 over relocated U.S. 61. Other drainage structures would be constructed as necessary.

This project is divided into several subprojects to be let and accomplished over three years beginning in 2009 and ending in 2011. The initial grading and culvert/bridge work will take place in 2009 and 2010, with the paving being placed in 2011.
