Fiscal Year 2010 Grant Solicitation Announcement

Attention Iowa's Byway Organizations, Stakeholders and
Interested Local Public Agencies:

This notice is to announce the solicitation of grant applications for FY 2010 funding under the National Scenic Byways Program. Guidance and other important materials are available on the byways online Web site at http://www.bywaysonline.org/grants/.  In addition, the Iowa's Byways Web site http://iowadot.gov/iowasbyways/ has current information relating to specific guidelines and requirements for Iowa. Please review these resources to ensure your grant application(s) meet all submission requirements for the 2010 grant cycle. Also, remember to work closely with the byway organization that coordinates activities on your byway. These organizations will rank projects and therefore can have a large impact on the success of your application. In addition, all projects should reflect the priorities outlined in the corridor management plan that the respective byway organization has prepared.

As you will see in the solicitation announcement, "In selecting projects, the FHWA will consider projects that can demonstrate a value-added livability component. In recognition that livable communities are affected at the projects level, we invite projects that integrate corridor management planning with larger transportation and community planning efforts that will improve mobility within and among byway communities; increase access to jobs, health and social services, tourism and educational opportunities; and projects that improve mobility by providing alternatives to vehicular travel along byways that enhance the visitor experience.

We will continue to be open to more strategic investments in our FY 2010 National Scenic Byways Program grant awards process by further targeting our resources toward projects that provide the greatest benefits.  We are particularly focusing on projects with substantial benefits and invite applications of large-scale high-cost projects that provide strategic benefits within the National Scenic Byways Program."

I urge all applicants to consider this solicitation carefully and prepare your grant application with the guidelines that FHWA has stated in mind. It’s my hope that Iowa Byways Organizations will put forth the highest quality projects with the greatest potential for timely and successful development along your respective byways.

The schedule for submissions is as follows:

  • Feb. 4, 2010 — Solicitation for FY 2010 NSB Grant Applications
  • March 11, 2010 — FY 2010 NSB Grant Applications due to Iowa DOT, Office of Systems Planning no later than 4:00 p.m. This submission shall include eighteen (18) original hard copies of the application and all supporting material. In addition, the online application shall be submitted by this same date and time.
  • March 15, 2010 — Applications will be sent to Iowa Byways Organizations for scoring and ranking
  • April 1, 2010 — Scored and ranked applications due to Iowa DOT, Office of Systems Planning from Iowa Byways Organizations no later than 4:00 p.m.
  • April 16, 2010 - Ranked applications due to FHWA Iowa Division Office
  • May 14, 2010 - Ranked applications due to FHWA Headquarters Office
