ANSI 107-2004 Class 2 Apparel - High Visibility Safety Apparel
New federal worker visibility regulations will become effective on November 24, 2008
These regulations will affect any workers exposed to public traffic, construction or maintenance equipment on a federal-aid highway.
All workers within the right-of-way of a federal-aid highway who are exposed either to traffic (vehicles using the highway for purposes of travel) or to construction or maintenance equipment within the work area shall wear high visibility safety apparel.
All Iowa interstate and primary (state route designation) highways, as well as many county roads and city Sts, are federal-aid highways for purposes of compliance with this regulation.
Effective November 24, 2008, as specified in this regulation, any individual (worker) whose work activities place him/her within a federal-aid highway right-of-way will be required to wear high visibility safety apparel.
As per this regulation, high-visibility safety apparel is defined as personal protective safety clothing that is intended to provide conspicuity during both daytime and nighttime usage and meets the Performance Class 2 or 3 requirements of the ANSI/ISEA 107 - 2004 publication entitled “American National Standard for High-Visibility Safety Apparel and Headwear.”
Workers are defined as people on foot whose duties place them within the right of way of a federal-aid highway including but not limited to highway construction and maintenance forces, survey crews, utility crews, incident responders (such as ambulance crews, fire crews, tow truck operators, and other EMS workers) and law enforcement personnel when performing duties such as directing traffic, investigating crashes or handling lane closures or obstructed roadways.
This also affects Adopt-a-Highway volunteers - they can obtain the new class 2 apparel (vests) free of charge from any local DOT maintenance garage.
Public agencies can purchase Class 2 ANSI 107-2004 safety apparel through the Iowa DOT's warehouse by calling 515-239-1574. Others can purchase the required safety apparel through any number of private companies.
