DISCUSSION/BACKGROUND:

 

On June 3, 1986 the Iowa Department of Transportation Commission approved extending Iowa 38 from a junction with relocated US 61 south and southwest on old US 61 to a junction with Iowa 92 in Muscatine.  The official description of Iowa 38 in Muscatine County should be revised to reflect this change.

 

Iowa 38 begins at a junction with Iowa 92 in Muscatine and travels northerly to the Muscatine‑Cedar County line at Wilton.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended to approve revising the description of Iowa 38 in Muscatine County and including the new description in the Primary Road System.

 

New Description ‑ Iowa 38 and its extensions in Muscatine County described as follows:

 

Muscatine:

 

Beginning on 2nd Street at Iowa 92; thence northeast on 2nd Street to Park Avenue; thence north on Park Avenue to the north corporation line.

 

Beginning again on the north corporation line of Muscatine, connecting with Park Avenue; thence traveling in a northwesterly direction through Sections 24, 13 and 12-T77N-R2W to a point approximately 1,100 feet north of the SW Corner Section 12-T77N-R2W; thence northerly following substantially the section line of Sections 12 and 1‑T77N‑R2W to a point approximately 800 feet south of the NW Corner Section 1-T77N-R2W; thence in a northerly direction through the west part of Section 1‑T77N‑R2W and Sections 36, 25, 24 and 13‑T78N‑R2W (south junction US 6) at a point near the NW Corner Section 13‑T78N‑R2W; thence in a northerly direction following substantially the section line of Sections 12 and 1‑T78N‑R2W to the south corporation line of Wilton connecting with an unnamed street.

 

Wilton:

 

Beginning on an unnamed street at the south corporation line; thence north on said unnamed street to the north corporation line (Muscatine‑Cedar county line).

Due to an annexation to the City of Wilton, Iowa 38 in Muscatine County should be deleted and the new description added should be officially included into the primary road system.

 

Iowa 38 begins at US 61 in the City of Muscatine and travels northerly to the Muscatine‑Cedar County line in the City of Wilton.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended the commission approve deleting the present description of Iowa 38 in Muscatine County from the primary road system and approve including the attached new description of Iowa 38 in the primary road system.

Muscatine:

 

Beginning at a point (junction US 61) on an unnamed street; thence northwesterly to the north corporation line, connecting with an unnamed street.

Locate Iowa 38 in Muscatine County, Iowa, as follows:

 

Beginning at a point approximately 620 feet south of the center of Section 24‑T77N‑R2W; thence in a northwesterly and northerly direction through Sections 24, 13, 12‑T77N‑R2W to a point approximately 1100 feet north of the SW Corner Section 12‑T77N‑R2W; thence northerly following substantially the section line to a point approximately 800 feet south of the NW Corner Section 1-­T78N‑R2W; thence in a northeasterly direction to the Muscatine‑Cedar County line at a point approximately 300 feet east of the NW Corner Section 1‑T78N‑R2W, Muscatine County (300 feet east of the SW Corner Section 36‑T79N‑R2W, Cedar County).

 

NOW, THEREFORE: Be it resolved that the Iowa State Highway Commission approve the location of Iowa 38 in Muscatine County, Iowa, and the effective date of this action be upon adoption of this resolution.

 

NOTE: The following section of old Iowa 38 revert to the Muscatine County Sec­ondary Road System in accordance with Section 313.2, Code of Iowa.
