DISCUSSION/BACKGROUND:

 

Due to the relocation of US 20 in Hamilton County on approximately July 1987, the official description of Iowa 17 should be revised to reflect the new alignment.  At the same time the old section of US 20 became Unsigned Iowa 928.

 

Iowa 17 begins at the Hamilton-Boone County line; thence goes north to the Hamilton-Wright County line.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended to approve revising the description of Iowa 17 in Hamilton County and to include the attached new description in the Primary Road System.

 

New Description - Iowa 17 and its extensions in Hamilton County described as follows:

 

Beginning on the Hamilton-Boone county line at a point near the SE Corner of Section 31-T86N-R25W, Hamilton County (NE Corner of Section 6-T85N-R25W, Boone county); thence north following substantially the section line of Sections 32, 29, 20, 17 (south junction of Iowa 175) and 8-T86N-R25W (north junction of Iowa 175) to the south corporation line of Stanhope connecting with Parker Street.

 

Stanhope:

 

Beginning on Parker Street at the south corporation line; thence north on Parker Street to the north corporation line.

Transfer of jurisdiction agreement number TJ‑17‑0 (27), between Webster City and the Iowa Department of Transportation, transferred that portion of Iowa 17 from US 20 (Old Iowa 520) north to Second Street (Old US 20) to city jurisdiction on December 1, 1980.

 

Due to its relocation in the Webster City area, Iowa 17 in Hamilton County should be deleted and the new description added should be officially included in the primary road system.

 

Iowa 17 begins on the Hamilton‑Boone county line approximately five miles south of the City of Stanhope and proceeds northerly, westerly and northerly via the cities of Stanhope and Webster City to the Hamilton‑Wright county line approximately nine miles northwest of the City of Webster City.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended the commission approve deleting the present description of Iowa 17 in Hamilton County from the primary road system and approve including the attached new description of Iowa 17 in the primary road system.

NOTE: In accordance with the agreement signed by the Hamilton County Board of Supervisors, dated October 13, 1969, the section of old Iowa 17 from sta. 8202+00 to Center Section 18‑T88N‑R25W will revert to the Hamilton County Secondary System.  The section of the extension of old Iowa 17 commencing at the Center of Section 18‑T88N‑R25W; thence northerly and northwesterly on unnamed street to Edgewood Drive; thence west on Edgewood Drive to Superior Street will revert to the local city street system of Webster City in accordance with Urban Policy 2704 (to become effective upon adoption of this resolution).

 

NOTE:  That portion of Iowa 17 from the center of the interchange of IA 520 and Superior Street extended, north to Second Street in the City of Webster City, Iowa, will not be part of the Federal Aid Primary System.
