DISCUSSION/BACKGROUND:

 

US 20 was relocated from the Buchanan‑Black Hawk County line approximately one and one‑half miles south of Jesup easterly to a junction with Iowa 150 at Independence and opened to traffic on August 26, 1983.

 

The Buchanan County Functional Classification Board classified it as Freeway‑Expressway and the old alignment of US 20 was classified as Trunk under the State Functional Classification System on October 13, 1985. The official description of US 20 in Buchanan County should be revised to reflect this relocation. The geographic location of the remainder of US 20 in Buchanan County remains unchanged.

 

The old alignment of US 20 from the Buchanan‑Black Hawk County Line at Jesup easterly to the west corporation line of Independence should be re-designated as a portion of Unsigned Iowa 939.

 

US 20 begins at the Buchanan‑Black Hawk County Line approximately one and one‑half miles south of Jesup and travels easterly via Independence to the Buchanan‑Delaware County Line approximately seven miles southwest of Manchester.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended to approve revising the description of US 20 in Buchanan County and including the new description in the Primary Road System.


 

New Description ‑ US 20 and its extension in Buchanan County described as follows:

 

Beginning on the Buchanan‑Black Hawk County Line at a point approximately 190 feet south of the W ¼ Corner Section 7‑T88N‑R10W, Buchanan County (E ¼ Corner Section 12‑T88N‑R11W, Black Hawk County); thence easterly through Sections 7, 8, 9, 10, 11 and 12‑T88N‑R10W and Sections 7, 8 and 9‑T88N‑R9W to the west corporation line of Independence connecting with an unnamed street (junction Iowa 150).

 

Independence:

 

Beginning on the west corporation line connecting with an unnamed street; thence easterly to the east corporation line connecting with an unnamed street.

 

Beginning again on the east corporation line of Independence connecting with an unnamed street; thence easterly, northeasterly and easterly through Sections 10, 11 and 12‑T88N‑R9W and Sections 7, 6, 5, 4, 3, 2 and 1‑T88N‑R8W and Sections 6, 5, 4, 3 (junction Iowa 187), 2 and 1‑T88N‑R7W to a point approximately 2800 feet north of the SE Corner Section 1‑T88N‑R7W, Buchanan County (SW Corner Section 6‑T88N‑R6W, Delaware County).

Due to its relocation, US 20 in Buchanan County should be deleted and the new description added should be officially included in the primary road system.

 

US 20 begins at the Buchanan‑Black Hawk County line on the south corporation line of the City of Jesup and proceeds easterly via the City of Independence to the Buchanan‑Delaware County line approximately seven miles southeast of the City of Manchester.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended the commission approve deleting the present description of US 20 in Buchanan County from the primary road system and approve including the attached new description in the primary road system.
