DISCUSSION/BACKGROUND:

Iowa 248 begins at the Iowa Mental Health Institute entrance at the City of Independence and proceeds northerly to a junction with US 20 in City of Independence.

Transfer of jurisdiction agreement number TJ‑248‑0 (1)‑‑2M‑10 and agreement number CA‑135 between Buchanan County and the Iowa Department of Transportation and transfer of jurisdiction agreement number TJ‑248‑0 (1)‑‑2M‑10 between the City of Independence and the Iowa Department of Transportation transferred Iowa 248 to local jurisdiction on July 1, 1980.

PROPOSAL/ACTION RECOMMENDATION:

It is recommended the commission approve deleting the attached description of Iowa 248 in Buchanan County from the primary road system.

Remove Iowa 248 and its extensions in Buchanan County as follows:

Beginning a point near the center of Section 5‑T88N‑R9W (entrance of the Mental Health Institute); thence northerly following substantially the center section line of said Section 5 to the south corporation line of the City of Independence connecting with an unnamed street.

Independence:

Beginning on the south corporation line connecting with an unnamed street; thence northerly to the north corporation line connecting with an unnamed street.

Beginning again on the north corporation line of the City of Independence connecting with an unnamed street; thence northerly following substantially the center section line of Section 5‑T88N‑R9W to the west corporation line of the City of Independence connecting with an unnamed street.

Beginning again on the west corporation line connecting with an unnamed street; thence curving in a northeasterly direction to a junction with US 20.

DISCUSSION/BACKGROUND:

Iowa 248 begins at the Mental Health Institute at Independence and travels northerly to a junction with US 20 in Independence.

A review of the base map of the City of Independence indicates the present description of Iowa 248 in Buchanan County should be revised. The new description added should be officially included in the primary road system to reflect a change in the west corporate limits of Independence north of the Iowa Mental Health Institute.

PROPOSAL/ACTION RECOMMENDATION:

It is recommended that the old description of Iowa 248 in Buchanan County be deleted and the new description, as referred to in the attached detailed description, be included in the primary road system.

Locate Iowa 248 and its extension in Buchanan County as follows:

Beginning at a point near the center of Section 5‑T88N‑R9W (entrance of the Iowa Mental Health Institute); thence northerly following substantially the center section line of said Section 5 to the south corporation line of the City of Independence connecting with an unnamed street.
