New Description - Iowa 21 and its extension in Black Hawk County described as follows:

 

Beginning on the Black Hawk‑Tama County line at a point near the S ¼ Corner Section 34‑T87N‑R13W, Black Hawk County (N ¼ Corner Section 3-T86N‑R13W, Tama County); thence northerly following substantially the center section line through Sections 34, 27, 22, 15, 10, and 3‑T87N‑R13W and Sections 34, 27, and 22‑T88N‑R13W to the south corpo­ration line of Waterloo connecting with Hawkeye Road.

 

Waterloo:

 

Beginning on the south corporation line connecting with Hawkeye Road; thence north on Hawkeye Road to the north ramps of relocated US 20.

DISCUSSION/BACKGROUND:

 

Iowa 21 begins on the Black Hawk‑Tama County line approximately nine miles south of the City of Waterloo, and travels northerly to Iowa 412 in the City of Waterloo.

 

Transfer of jurisdiction agreement number TJ‑21‑6 (4)‑‑2M‑07 between the City of Waterloo and the Iowa Department of Transportation transferred that portion of Iowa 21 from the north off ramp of relocated US 20 north to Iowa 412 to City jurisdiction on October 1, 1983.  The State Functional Classification was changed to municipal arterial October 25, 1983.  The present description of Iowa 21 should be deleted and a new description included in the primary road system to reflect this change of jurisdiction.  Iowa 21 in the remainder of Black Hawk County remains unchanged.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended to approve deleting the present description of Iowa 21 in Black Hawk County from the primary road system and approve including the attached new description of Iowa 21 in the primary road system.

Due to a review of our Primary Road System Records, Iowa 21 in Black Hawk County should be deleted and the new description added should be officially included into the Primary System.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended that the old description of Iowa 21 in Black Hawk County be deleted and the new description, as referred in the attached detailed description, be included in the Primary Road System effective upon the adoption of this resolution.
