About the project
Goal of the projectThe goal of the Interstate 29 improvement project is to enhance the safety and operation of I-29 through Sioux City. The decision to improve the corridor is based on the need to:
- Improve safety.
- Improve traffic operations.
- Provide for driver expectancy.
- Improve roadway infrastructure conditions.
Project descriptionThe I-29 project corridor is divided into three segments.
- Segment 3 is from west of Hamilton Boulevard to the South Dakota state line. Major construction was completed in 2012.
- Segment 1 construction is ongoing with work through Sergeant Bluff anticipated for years 2014 and 2015.
- Segment 2 (downtown) work is underway with completion anticipated in 2019.

Segment 1: South corridorThe Segment 1 project area begins south of Sergeant Bluff and ends approximately one-quarter mile south of the Burlington Northern Santa Fe (BNSF) Railroad bridge over the Missouri River. The project area encompasses the existing Singing Hills interchange and U.S. 20 interchange.
The proposed improvements to this segment include upgrading mainline I-29 from four lanes to six lanes and upgrading several ramps of the Singing Hills and I-129/U.S. 20/U.S. 75 interchanges.
A categorical exclusion has been approved discussing the environmental constraints within the Segment 1 study area. Categorical exclusions are a category of actions that do not individually or cumulatively have a significant effect on the environment, and for which neither an environmental assessment nor an environmental impact statement is required.

Segment 2: Downtown corridorThe Segment 2 study area is the downtown portion of I-29 in Sioux City. The project area begins approximately one-quarter mile south of the BNSF's railroad bridge over the Missouri River and ends west of the Hamilton Boulevard interchange. The project area encompasses the existing Floyd Boulevard, Pierce Street, Nebraska Street, U.S. 77/Wesley Parkway and Hamilton Boulevard interchanges, as well as several local street connections.
Construction in Segment 2 began spring 2012 with the reconstruction of the Wesley Parkway interchange, Tri View Boulevard and a retaining wall from the Floyd River to Bacon Creek. The city of Sioux City will also begin the relocation of utilities. Proposed improvements to Segment 2 are more extensive than the other segments and will include upgrading mainline I-29 from four lanes to six lanes, as well as upgrading several of the interchanges within the study area. The major work in Segment 2 is anticipated to span seven years.
Segment 3: North corridorMajor construction work in segment 3 was completed in 2012 with the reconstruction of the northbound lanes. Construction in segment 3 in 2013 will be limited to erosion control and seeding.
The segment 3 study area is the northern most portion of I-29 in Sioux City. The project area begins just west of the Hamilton Boulevard interchange and continues west to the Big Sioux River at the South Dakota state line. The project area encompasses the existing Iowa 12/Riverside Boulevard interchange.
